"Con" is the standard random insult in French. It's rather vulgar ;-)
Originally, it is the word for female genitalia. It slowly evolved into something loosely pointing to reduced intelligence; a bit like "poor bastard", but more vulgar and insulting and without the paternalistic connotation.
I just watched the video - nothing really that shocking except the matter-of-fact delivery ;-) It's not what you expect from a head of state, but then again French politicians are here for entertainment...
